How to Build a Digital Association from Scratch

How Lysimahi Slavi, of the European Mosquito Control Association (EMCA), built a fully functional digital ecosystem for a small European scientific association - for €1,157 a year.

In 2017, Lysimahi Slavi took over the secretariat of the European Mosquito Control Association (EMCA) and received everything the previous secretary had left behind. It fit in her hand. A USB stick. On it: several Excel files. Nothing else.

“EMCA is a small French-based scientific association of around 100 members – scientists, academics, field operators, private companies. It has no executive director, no IT consultant, no communications manager, no webmaster,” introduces Slavi. “Like a lot of small associations in Europe, it runs on a minimal budget and a great deal of goodwill.” 

What it now also runs on is a lean, fully functional digital ecosystem that Lysimahi built piece by piece, tool by tool, over the years that followed – at a total annual cost of just over €1,150.

The Framework Before the Software

Lysimahi, an agronomist by training who had spent eight years in management and administration before arriving at EMCA, approached the challenge with a discipline that most larger organisations would struggle to replicate. 

Before selecting any tool, she asked five questions: Does it solve a real operational problem? Can we manage and maintain it ourselves? Can we minimise dependence on external support? Will it still meet our needs in five years? And critically: could it scale if the association grew significantly?

The goal was never to find the cheapest solution. It was to achieve what she calls “digital self-sufficiency, or the ability to run day-to-day operations internally, calling on outside expertise only when genuinely necessary.” Every decision, therefore, was also an investment in institutional knowledge – knowledge that would stay inside the organisation rather than walking out the door with an external consultant.

Problem by Problem, Tool by Tool

The membership records scattered across multiple Excel files became a Microsoft Access database, structured, searchable, and built to accommodate far more members than EMCA currently has, with no additional cost. 

Paper ballots for elections were replaced by Zeus, a secure electronic voting platform developed by Greece’s National Research and Education Network (GRNET), providing encrypted and anonymous voting at zero ongoing cost. 

A new website replaced the original blog, built with a Greek provider selected on the basis of reliability and after-sales support, with content management that Lysimahi could handle herself. 

A newsletter platform brought GDPR-compliant communications with delivery tracking and audience analytics, templates designed in-house to maintain visual consistency.

For design and visual communications (newsletters, certificates, infographics, social content, sponsor materials) Canva Pro filled a role that would otherwise have required a freelance graphic designer on constant retainer. For video, Movavi handled event highlights and working group tutorials. 

When EMCA’s Working Groups collaboration became a challenge, complicated by the fact that several members’ institutions blocked common cloud platforms, Microsoft Teams Essentials provided a secure, structured alternative, complete with a tutorial video Lysimahi produced internally to help members adopt it.

The total ecosystem runs at €1,157.24 per year. For context: a single mid-range association management software licence can cost more than that before any customisation.

Most forward-looking

Perhaps the most forward-looking element of EMCA’s digital ecosystem is still in pilot phase and not included in the official cost total. Years of board minutes, AGM records, governance documents and election results had accumulated into an institutional archive that was valuable but effectively inaccessible, particularly for new board members, who rotate every two or three years and need to get up to speed quickly.

Lysimahi is currently piloting a customised AI Governance Assistant built on that archive, allowing board members to ask natural-language questions and retrieve past decisions, context, and institutional history instantly. The knowledge structure and prompts were designed internally. The annual cost, if formalised, would be around $240. The potential value – in onboarding time saved, institutional continuity, and organisational resilience – is considerably harder to put a number on.

The Real Lesson

Lysimahi is clear that this case study is not about any of the specific tools EMCA uses. Those will change. What won’t change is the approach: identify the operational problem first, then find the simplest solution that the organisation can own, manage, and sustain independently. “Digital transformation,” she argues, “does not begin with software. It begins with understanding your operational challenges.”

There is one caveat she is equally firm about: digital self-sufficiency must not become dependence on a single individual. The knowledge built through this process needs to be documented and shared, or it is simply a different kind of fragility: less expensive, perhaps, but no more resilient. The USB stick problem, in other words, can reappear in new forms.
