Subvention at a Crossroads Conferli Study Shows

Subvention, a powerful tool in the global events industry, is at a turning point. A new market study led by Conferli, in partnership with the GDS-Movement and #Meet4Impact, shows it is moving beyond a financial incentive to win bids and becoming a lever for impact, sustainability, and legacy.

Drawing on insights from 115 destinations and 55 associations worldwide, the research reveals that associations increasingly value in-kind support such as complimentary venues, services, and delegate transport as highly as financial grants.

While subvention has traditionally been linked to economic development, only 13% of associations now view this as the primary purpose. Instead, long-term legacy, environmental sustainability, and social impact are emerging as equally important drivers.

The report also highlights a disconnect: 95% of associations say destinations rarely explain how subvention can help deliver sustainability or legacy outcomes. Measurement remains weak, with most reporting still focused on delegate numbers and economic return, leaving environmental and social impacts largely untracked.

Regional variations are stark, with North America relying heavily on CVB-funded models, Asia on government-led support, and Europe demonstrating the widest diversity, including destinations where subvention is politically rejected altogether.

“These findings show that while ambition is high, practice has yet to catch up,” notes Nienke van der Malen, Founder of Conferli. “Subvention is moving from a transactional tool to a transformational one, but it requires courage, leadership, and alignment between associations and destinations.”
